More details from petition creator

We the residents of Smallmead have made strong protest to the Surrey County Council about their intention to install parking meters in Horley. We are already plagued by selfish motorists who work in the offices in Smallmead and in Station Approach. They even park up on pavements blocking them for residents. On numerous occasions we have had to call on our PCSO Ian Selbie who has written to the Council. They will not come and see the problem for themselves or help us in any other way. We are now writing to ask you if you or a Council Member could come and meet the residents preferably Monday to Friday to see the problem for yourselves. [We were advised that] there would be a consultation advertised in February and March but so far in February we have not seen any notice of this consultation. February is now nearly over. Could you please help us to fight this diabolical idea. We would very much appreciate your help.
