Petition update 2 from the council, 12 January 2016

The petition was considered at Full Council on Thursday 17th December, Master Sam Day and Ms Mandy Cook spoke on behalf of the Petitioners. A report to Full Council about the petition provided background information and context. The full report can be seen at:

Council agreed that the comments be provided to the Head of Property Services for consideration when determining the catering contract at Earlswood Lakes, following the meeting.

The Head of property services considered all the information when deciding to tender the catering contract and concluded an improved service could be provided at the Lakes that would not detract from the level of service already enjoyed. The report also noted that as Mr Peppard and Ms Cook had not submitted a tender they were unable to be considered further if a decision was made to implement the service criteria contained within the tender.

A decision has been taken that the selection of a new operator should be implemented from the tender process, which will allow service provision at the Lakes to be improved and the introduction of leisure activities as well as a new and varied menu, whilst retaining the existing popular choices. The highest scoring bidders were a partnership between The Matthews Corporation and the operators of Joules Wine Bar in Reigate.

The selected bid demonstrated experience and knowledge of the local community, more varied menus and plans to improve the leisure opportunities, via reintroducing boating to the lake, something the Council understand has been a popular concept with local people. .There are plans to enhance the appearance of the area, via a more permanent building (subject to planning and other permissions) with outside seating and improved toilet facilities. It is considered the proposals for Earlswood Lakes will benefit both existing customers and attract new visitors and the Council look forward to working with the Matthew/Joules partnership to help make this happen.”

Petition update 1 from the council, 10 November 2015, while petition was still open

Dear petitioners,

To seek to avoid confusion and to clarify the Council's proposals for the catering provision at the Earlswood site please see the following note:

The Council fully supports provision of a catering facility at Earslwood Lakes. As with all its licences and contracts, the service provision at the Lakes must be periodically tendered. The tendering process ensures all residents, businesses and other interested parties who wish to bid for specific contracts have the opportunity to do so. The guidelines around the re-tendering of Council contracts and licences ensure a fair and transparent process, with each bid being evaluated on the criteria detailed within the tender documentation.

The Council has reviewed the current licence arrangement and compared this with its other catering provision across the Borough and is looking to improve and extend the services provided at the Lakes and specifically what leisure activities could be offered there in addition to the catering. With this in mind, we are inviting tenderers to suggest their ideas as to what they can offer, what is fitting for the location and for visitors to the Lakes.
